Whenever there is a violation of an ordinance of the town under which a vehicle is to be towed, or public safety requires a vehicle to be towed, it shall be the duty of the Town Council forthwith to employ a qualified towing contractor to tow and remove that vehicle from the streets or public property of the town or from any other place in which it is a violation to park or locate a vehicle. The qualified towing contractor shall tow the vehicle to a vehicle storage pound established by the town or a specifically designated storage area operated by a qualified storage keeper.
