§ 74.65 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   HANDICAPPED PARKING PERMIT. Any tag, sticker, or card issued by the town or any other municipality, license plate issued by any state, or any other regularly issued HANDICAPPED PARKING PERMIT, indicating that the driver or a passenger in that vehicle is a physically handicapped person.
   PHYSICALLY HANDICAPPED PERSON. Any person who has:
      (1)   Permanently lost the use of one or more legs or arms;
      (2)   Is permanently unable to move without the aid of crutches or a wheelchair; or
      (3)   Is unable to walk long distances as verified by a doctor’s certificate.
