All park sites shall be dedicated in a condition that includes being provided with a sanitary sewer tap, a water tap, final grading, seeding or sodding, as well as being provided direct access to electric, telephone, and cable television. Additionally, parks shall have sidewalks installed along all street frontages and streets (including enclosed drainage and curb and gutter) as applicable to the location of the site, or acceptable provision made therefor.
