§ 36.03 OPERATION.
   The Tree Board shall choose its officers and make its own rules and regulations. It shall meet (at least once annually and when necessary) and keep a record of its proceedings. A majority of the five voting members shall be a quorum for the transaction of business. The Tree Board reports to the Mayor and the City Council.
