Any franchise granted hereunder, together with the rights, privileges and authority granted thereby, shall take effect and be in force from and after the effective date of a resolution granting a franchise hereunder; provided, that on or before that date franchisee shall:
(A) Enter into and execute such agreements and documents as required by the city that are consistent with the terms and provisions of this chapter;
(B) File such bond or bonds as required in this chapter; and
(C) Advise the city in writing of franchisee’s address for mail and official notifications from the city.
