(A) The operator of any vehicle upon a street and/or highway within the corporate boundaries of the city shall operate the vehicle in a careful manner with regard for the safety and conveniences of pedestrians, other vehicles upon the streets and/or highways.
(B) No person shall willfully operate any vehicle on any street and/or highway within the corporate boundaries of the city in such a manner as to injure the street or highway.
