No garbage or refuse, including shrubbery trimmings, grass clippings, or other materials for pick-up by the garbage collector, shall be placed at the curbing, or in the front yard of any residence, prior to noon on the day before the next regularly scheduled pick-up day for that residence and no such garbage or refuse, or containers therefor, shall be permitted to remain at the curbing or in the front yard of any residence after 7:00 p.m. on such collection day.
