(A) The city shall, by contract, have charge of the collection of garbage and refuse in the city under contract with a garbage collection firm.
(B) Such garbage collection firm shall pick up on a regularly scheduled basis no less than once each week up to three 30-gallon containers from a reasonable location convenient to the resident from each single-family residence and condominium in the city, plus shrubbery trimmings in reasonable amounts placed at the street curbing in containers or in tied bundles not exceeding four feet in length.
