The Sign Regulations provide standards for communicating information in the environment of the City and its jurisdiction. The regulations recognize the need to protect public health, safety, and welfare; to maintain the City’s attractive appearance; to provide for adequate business identification, advertising, and communication of information; and to encourage the fair enforcement of sign regulations, all while protecting and promoting the free speech and expression rights of citizens within Windsor Heights. Fair enforcement means enforcement based on these provisions, and not the content expressed by any sign. Any complaint received regarding a sign that comports with these regulations does not constitute a violation of this code section.
