When truck routes have been designated in accordance with Subchapter 60.02, no person shall operate any motor truck, as defined below, upon any street or parts of streets not designated as a truck route within this section.
1. Definitions. For use in this subsection, the following terms are defined:
A. Light Delivery Truck, Panel Delivery Truck, Delivery Truck, or Pickup Truck. Any motor vehicle designed to carry not more than two thousand (2,000) pounds of merchandise or freight of any kind.

B. Motor Truck. Every motor vehicle designed primarily for carrying livestock, merchandise, freight of every kinds, or over nine (9) persons as passengers, except light delivery trucks, panel delivery trucks, delivery trucks, and pickup trucks.

2. Truck Routes Designated. Motor trucks, as defined in this subsection, having no fixed terminal within the City or making no scheduled or definite stops within the City for the purpose of loading or unloading shall only travel over or upon the following streets within the City and none other.

3. Deliveries Off Truck Route. Any “motor truck,” as defined in this subsection, having a fixed terminal, making a scheduled or definite stop within the City for the purpose of loading or unloading shall proceed over or upon the designated routes set out in this section to the nearest point of its scheduled or definite stop and shall proceed thereto, load or unload and return, by the most direct route to its point of departure from said designated route.

4. Employer’s Responsibility. The owner, or any other person, employing or otherwise directing the driver of any motor truck shall not require or knowingly permit the operation of such vehicle upon a street in any manner contrary to this section.

5. Exceptions. The provisions of this section do not apply to fire apparatus, school buses, and other motor vehicles owned and operated by a governmental agency, road machinery, implements of husbandry temporarily moved upon a highway, or to a vehicle operated under the terms of a special permit as provided in this title.
