351.16  SNOW EMERGENCY PARKING BAN.
   (a)   Whenever, during any period of twenty-four hours or less, snow falls on the Village or in any section thereof, to a depth of two inches or more, an emergency is declared to exist in that such a heavy snow constitutes a serious public hazard impairing transportation, the movement of food and fuel supplies, medical care, fire, health and police protection, and other vital facilities of the Village.
   (b)   Whenever such a snow emergency exists, the Mayor may prohibit the parking of any motor vehicles upon any or all of the streets within the Village and shall notify the public of the prohibiting of parking by the erection on such streets of “no parking” signs during the duration of such emergency.
   (c)   During the emergency imposed by this section, no person shall park, or cause or permit to be parked or abandon or leave unattended any vehicle of any kind or description upon such streets and roadways as specified by the Street Commissioner.  However, vehicles may be parked for a period of not longer than three minutes for actual loading or unloading of passengers or thirty minutes for actual loading or unloading of property, provided that no other ordinance restricting parking as to the place or time is violated thereby.

   (d)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
