Such payment of the tax herein shall be evidenced by a stamp on the Certificate of Registration by the official issuing the same and by issuance of a sticker, decal or tag prescribed by the Registrar of Motor Vehicles of Ohio which may be used from March 16, 1977, for the succeeding year and may be purchased from the 16th day of March to the 16th day of April of any given year for the next preceding year starting on the 16th day of April of each year.
