As used in this chapter the following terms and their derivations shall have the meaning given herein. The word “shall” is always mandatory and not merely directory.
(a) “Village” means the Village of Windham.
(b) “Person” means any person, firm, partnership, association, corporation, company or organization of any kind.
(c) “Hauler” means any person, firm, partnership, association, corporation, company or organization of any kind licensed to collect rubbish, refuse and garbage in the Village.
(d) “Rubbish” means all rejected waste matter accumulating in Village buildings, public and private schools, charitable institutions, dwelling houses, stores, hotels and other places of habitation and business and shall include such matter as rags, excelsior, straw, pasteboard boxes, old clothes, shoes, rubbers and other scraps, burlap, discarded mattresses, carpets, matting, oil cloth, junk, scrap metals, broken glass, crockery, enameled ware, tin cans, cooking utensils, hardware, etc.
(e) “Refuse” means all putrescible and nonputrescible solid waste, except body wastes, and includes garbage, rubbish, ashes, street cleaning, dead animals, abandoned automobiles, and solid market and industrial wastes.
(f) “Garbage” means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
