The funds collected under the provisions of this chapter shall be paid into the General Fund and applied and disbursed in the following order, to-wit:
(a) Administration. Such part thereof as shall be necessary to defray all costs of collecting the tax levied by this chapter and the cost of administering and enforcing the provisions thereof.
(b) Not more than one hundred percent (100%) of net available income tax receipts received annually shall be used to defray operating expenses of the Village.
