(a) Council shall approve the hiring of all new Village employees, except for appointed positions required by the Ohio Revised Code with Council’s vote.
(b) Open positions for new employees shall be filled as follows:
(1) Current employees with qualifications as to ability will be given first consideration to fill an open position.
(2) Advertisement of the open position to the general public providing the position does not have to be filled immediately.
(3) All applications and applicant interviews shall be the responsibility of the Council Personnel Committee who will recommend to Council the person to fill the open position.
(c) Those who shall be ineligible to work for the Village of Windham are: Any person who has a criminal background incompatible with the responsibilities of the position; relatives of current employees and elected officials may be excluded due to conflicts of interest or ethnic considerations.
