1341.15  ADOPTION OF PLANS OF INSPECTION BY THE HOUSING INSPECTOR.
   (a)   The Housing Inspector is hereby authorized and directed to develop and adopt plans for the inspection of dwelling units subject to the provisions of this chapter, including:
      (1)   A plan for the periodic inspection of multiple dwellings subject to the provisions of Section 1341.12, governing the licensing of the operation of such dwellings;
      (2)   A plan for the systematic inspection of residential rental units contained within this Village as may from time to time be designated by the Housing Inspector.
   (b)   Before making inspections pursuant to a plan authorized in subsection (a)(2) hereof, the Housing Inspector shall advise the public of the plan to inspect.

   (c)   If the Housing Inspector is a contracting agent he shall provide the Village with the following:
      (1)   Technical expertise.  This applies not only to the individual but also the organization, if approved.
      (2)   Administrative background.  This also applies to the individual and/or organization.  If it is an individual, a support system must be demonstrated that will allow him to perform the necessary administrative tasks.
      (3)   Operational procedures including applications, notices, office hours, etc.
      (4)   A Request for Qualifications (RFQ) with complete breakdown of scope of services and all charges for services rendered.  A review of the person or administrating agency shall be performed by Council, a minimum of every five years.
