1341.14  EMERGENCIES.
   (a)   Whenever, in the judgment of the Housing Rental Inspector, an emergency exists which requires immediate action to protect the public health, safety or welfare, an order may be issued, without a hearing or appeal, directing the owner, or other such person acting in the same capacity and having the same responsibilities to take such action as is appropriate to correct or abate the emergency.  If circumstances warrant, the Housing Rental Inspector may act to correct or abate the emergency.
   (b)   The owner, or other such person acting in the same capacity and having the same responsibilities as an owner shall be granted a hearing before the Housing Code Appeals Board on the matter upon his request, as soon as practicable, but such appeal shall in no case stay the abatement or correction of such emergency.
