1341.04  EQUIPMENT AND FACILITIES.
   (a)   Each residential rental unit shall contain a kitchen sink in good working condition and connected to a water and sewer system in an approved manner.
   (b)   Each residential rental unit shall contain a room affording privacy and equipped with a flush water closet and a lavatory basin in good working condition and connected to a water and sewer system in an approved manner.
   (c)   Each residential rental unit shall contain a bathroom affording privacy and equipped with a bathtub or shower in good working condition and connected to a water and sewer system in an approved manner. The rooms mentioned in this subsection and subsection (b) hereof may be the same room.
   (d)   Each kitchen sink, lavatory basin and bathtub or shower required under subsections (a), (b), and (c) hereof shall be connected with both hot and cold water lines in an approved manner.  The water service shall have a separate service and shut-off device for each unit.
   (e)   Each residential rental unit shall be supplied with adequate rubbish storage facilities in accordance with standards approved by the Housing Inspector.
   (f)   Each residential rental unit shall have adequate garbage disposal facilities in accordance with standards approved by the Housing Inspector.
   (g)   Each residential rental unit shall be supplied with water-heating facilities installed in an approved manner, in safe working condition, connected with the hot water lines required under the provisions of Section 1341.05 and capable of heating water to such a temperature as to supply water to every connected kitchen sink, lavatory basin, bathtub or shower at a temperature of not less than 120 degrees Fahrenheit. Such water-heating facilities shall be capable of meeting the requirements of this section when the dwelling or dwelling unit heating facilities, required under the provisions of Section 1341.05 are not in operation.
   (h)   Each dwelling unit shall have safe, unobstructed means of egress leading to safe and open space at ground level.
   (i)   Structurally sound hand rails shall be provided on any steps containing six risers or more, or 42 inches or more. Porches, patios, and/or balconies located more than three feet higher than the adjacent area shall have structurally sound protective guard or hand rails.
   (j)   Each residential rental unit shall have facilities for the safe storage of drugs and household poisons.
   (k)   No person shall let to another for occupancy any dwelling or dwelling unit unless all exterior doors of the dwelling or dwelling unit are equipped with functioning locking devices.
   (l)   Every residential rental unit shall provide adequate space and service lines for a refrigerator and a gas or electric stove.
   (m)   Every residential rental unit shall provide adequate cabinet space for food, eating utensils and cooking utensil storage.  In no case shall this cabinet space be less than 35 cubic feet.  When appropriate the Housing Inspector may require more.
