No activities outlined above shall be undertaken until after the Village has issued a permit allowing them. In the event that any activities described in this Chapter are undertaken without submission of an Improvement Plan, approval of that Plan and receipt of a Village Permit, the Village may immediately seek a court order terminating such activities, along with damages in an amount not less than two hundred fifty dollars ($250.00) per day for every day that such activities have been conducted without Village approval.
