No building damaged by fire or other causes to the extent of more than fifty percent (50%) of its total replacement value shall be repaired or rebuilt except in conformity with the regulations of the Zoning Ordinance. Evidence of total replacement value shall be by objective appraisal and shall be submitted by affidavit to the Board of Zoning Appeals.
