Nothing in the Zoning Ordinance shall prohibit the completion or construction and use of a nonconforming building for which a building permit has been issued prior to the effective date of the Zoning Ordinance, provided that construction is commenced within ninety days after the issuance of such permit; that construction is carried on without interruption for a continuous period in excess of thirty days; and that the entire building shall be completed within one year after the issuance of the building permit.
