There shall be provided outside public or private right of way a minimum of two parking spaces for each dwelling unit. These spaces may be located in the vicinity of the dwelling unit or in an area designed for guests parking as deemed appropriate by the Planning Commission. All parking spaces and service drives shall be improved with bituminous, concrete or equivalent surfacing and so graded and drained as to dispose of all surface water accumulation within the area and shall be subject to the approval of the Village Engineer.
