Within an R-3 Residential District, no building, structure or premises shall be used, arranged to be used or designed to be used except for one or more of the following uses:
(a) Permitted Uses.
(1) Single-family dwellings;
(2) Two-family dwellings;
(3) Multifamily dwellings of the townhouse, row house, garden apartment of multistory type;.
(4) Signs shall be permitted as regulated by Chapter 1191.
(1) Churches and other buildings for the purpose of religious worship;
(2) Institutions for medical care, hospitals, clinics, sanitariums, convalescent homes, nursing homes for the aged and philanthropic institutions subject to Section 1149.05 (a);
(3) Publicly owned and/or operated buildings and facilities other than those listed above subject to Section 1149.05 (a).
(4) This district is established to accommodate single-family manufactured homes and dwellings. The density to be encouraged will be approximately three and one half families per acre and all public utilities and facilities will be planned and designed to service adequately the above population density only. Single-family residential manufactured homes certified and in compliance with U.S. Department of Housing and Urban Development. Manufactured Home Construction and Safety Standards Program as set forth in 24 C.F.R., Parts 3280, 3282, and 3282 as mandated in the United States of America are permitted.
Manufactured homes built prior to June 15, 1976 to those complying with the Standard for Mobile Homes, NFPA 501B/ANSI A119.1 edition in effect at the time of manufacture are not permitted.
(5) Single-family manufactured homes and dwellings will be permitted in this zoning district only, and will not be permitted in any other zoning district within the Village of Windham.
(6) Supplemental Regulations for Manufactured Homes.
A. Minimum width of twenty-three (23) feet.
B. All roofs shall be double pitched and covered with material that is residential in appearance and excludes corrugated aluminum, corrugated fiber glass or metal roofing. Roof overhangs shall be six inches minimum.
C. Exterior siding shall be residential in appearance and excludes smooth, ribbed or corrugated metal or plastic panels.
(c) Only those uses specifically listed herein, and those which are comparable in character to those types may be permitted by the Planning Commission, or the Planning and Zoning Board.
