The purpose of this district is to encourage apartment development at densities up to eight dwelling units per net acre in support of a community core. Development is to consist primarily of row houses and garden apartments, and in groupings which will provide for the efficient development and utilization of community facilities such as water and sewers, streets, and commercial services.
