In case any building is, or is proposed to be, located, erected, constructed, reconstructed, enlarged, changed, maintained, or used, or any land is, or is proposed to be, used in violation of Ohio R.C. 713.06 to 713.15, inclusive, or of any regulation or provision adopted by Council under such sections, Council, the Village Solicitor, the Zoning Inspector or any adjacent or neighboring property owner who would be especially damaged by such violation may file a complaint in regard thereto. All such complaints must be in writing and shall be filed with the Zoning Inspector who shall record such complaint and immediately investigate and report thereon to the Board of Appeals for their ruling. If they rule that a violation has occurred, they shall so instruct the Police.
