1139.01  ZONING INSPECTOR.
   (a)     A Zoning Inspector shall be designated by the Planning and Zoning Board, approved by a majority of Council, prior to starting the enforcement of the Zoning Ordinance.  The term shall be two years and other conditions shall be set by Council and to be reviewed annually.
 
   (b)    All applications for Zoning certificates shall be submitted to the Planning and Zoning Board who may issue zoning certificates only when all applicable provisions of the Zoning Ordinance have been complied with.  All applications for conditional zoning certificates shall be made to the Planning Commission which may issue conditional zoning certificates in accordance with Chapters 1149, 1151, and 1183 of the Zoning Ordinance.
 
   (c)    The compensation of the Inspector shall be 50% of the fees collected.
 
   (d)    All Local/State/Federal paperwork shall be submitted no later than 5 days after application date.  This paperwork shall consist of all forms required by the Village of Windham/State/Federal regulations.  Any misfeasance, malfeasance or nonfeasance on the part of the Zoning Inspector with respect to any of his duties shall be submitted to Council for appropriate disciplinary action.
 
   (e)      The Zoning Inspector shall submit a summary of all actions, or certificates to the Zoning and Planning Board for the previous month. This report shall include all activities, warnings, or citations as the Zoning Inspector deems necessary.
