The plat plan shall show:
(a) Streets on and adjacent to the subdivision with names, location, right-of-way and roadway width, center line and ditch line profile; planned public improvements; and highways or other major improvements planned by public authorities for future construction on or near the subdivision, including journalized routes for highways.
(b) All street, center line data, right-of-way and pavement widths shall be shown. Each type of pavement shall be labeled. Stationing shall begin at the south or west end of the improvement.
(c) All existing and proposed underground structures located in the street or easement shall be shown on the construction plan and profile drawings. Such underground structures include gas lines, electric and telephone conduits, sanitary and storm sewers, water mains, culverts, etc.
(d) The final plat shall be reproducible, drawn in ink on tracing cloth or mylar, sheet size 24 inches by 36 inches, and shall be at a scale of not more than 100 feet to one inch.
(e) Street names shall not duplicate another in the Village postal area and right-of-way width of each street within the proposed subdivision and those adjoining shall be shown.
(f) Small Subdivision Plat Submission within Village limits (5 lots or less).
(1) The Developer must notify the Fiscal Officer fourteen (14) days prior to a Planning Commission meeting to be put on the agenda, submit four (4) sets of drawings and ask to be put on the Council Agenda following the Planning Commission meeting.
(2) At the time of filing the Fiscal Officer shall collect ten dollars ($10.00) as a filing fee and ten dollars ($10.00) per lot.
(3) The Fiscal Officer shall notify the Planning Commission and the Engineer by distributing the plans submitted by the Developer.
(4) Any extensive comments from the Planning Commission and/or the Engineer should be given before the Planning Commission meeting to assist the Developer in obtaining approvals.
(5) Comments will be made at the Planning Commission meeting by the Planning Commission and the Engineer, and approvals can be made contingent on making the necessary changes.
(6) The Planning Commission will forward the results and recommendations to Council.
(7) Council can approve contingent on changes recommended.
(8) After changes are made the Planning Commission and Fiscal Officer will sign drawings.
(9) No preliminary plat will be accepted unless all concerned have signed.
(10) At the time of preliminary plan submission, a deposit of three percent (3%) of the Engineers estimated cost of construction must be posted with the Fiscal Officer to cover the costs of checking plans and/or field inspections.
(g) Final Plat Submittal and Construction drawings (5 Lots or less)
(1) Same as 1-8 of preliminary submission except drawings must be certified by a registered engineer and surveyor.
(2) Parcels are to be platted and must be surveyed by a registered surveyor.
(3) No construction may start until the necessary bonds are posted with the Fiscal Officer who will in turn get verification from the Solicitor. At such time that the Fiscal Officer has verification of the bonding and the plat has been recorded at the County Recorders Office, the Engineer should be notified by the Fiscal Officer twenty-four (24) hours before construction that an inspector must be present.
(4) Construction methods and materials will be as per the Village Specifications.
(h) Major Subdivision Plat Submission within the Village limits.
(1) Same as small subdivision except fees are ten dollars ($10.00) plus one dollar ($1.00) per lot for first fifty (50) lots plus eighty cents ($ .80) per lot for lots fifty-one to one hundred (51-100) plus sixty cents ($ .60) for all lots over 100.
(i) Final Plat Submittal.
(1) Same as small subdivision except fees are ten dollars ($10.00) plus one dollar ($1.00) per lot for first fifty (50) lots plus eighty cents ($ .80) per lot for lots fifty-one to one hundred (51-100) plus fifty cents ($ .50) for all lots over 100.
(2) If the subdivision falls outside the Village limits but is within three miles, the Village Planning Commission must approve said subdivision.
(3) The plans must also be approved by the Township Trustees, the Portage County Planning Commission, Engineer, Sanitary Engineer and Commissioners.
(4) Bonds must be posted with the County Commissioners Office who has jurisdiction over this work.
