Any customers failing to comply with the regulations set forth in this Chapter shall be assessed a penalty of one hundred dollars ($100.00) per month for so long as the noncompliance exists, as well as all additional charges which are reasonably related to the enforcement of this chapter. All funds received from this penalty provision shall be used for the payment of the costs and expense of operation, maintenance, repair and management of the Utility.
