(a) Upon the determination of the Village Administrator that a meter is either mis- functioning or non-functioning, a ten (10) day written notice shall be given the water customer to contact the Village Utility Department to have the meter checked to be repaired or replaced. This notice may be mailed or left at the unit in question.
(b) In the event the water customer fails to contact the Village Utility Department within the ten (10) day period, a second written notice shall be either sent certified or personal delivery indicating that the water shall be turned off after ten (10) days of the receipt of the second notice and shall not be restored until the meter has been repaired and/or replaced and all fees relating to the shut-off have been paid.
