No building and/or zoning permit the new construction of all buildings, facilities and other structures, or additions to existing structures or rehabilitation(s) of existing structures unless the installation of a shut-off mechanism is proposed and constructed. The shut-off mechanism shall be in accordance with the standard construction details for the exterior meter installation as recommended by the Portage County Sanitary Engineer’s Department or any successor to that department.
