927.01  METERS.
   (a)   Introduction.  In order to pay the expenses of operating and maintaining the Village’s utility(ies), to pay other costs of conducting and managing the Village’s utility(ies), and to make adequate provision for the payment of any and all financing arrangements funding the Village’s utility(ies), the rates, charges and regulations for the products and services of the Village waterworks system for all users, except as hereinafter noted, are hereby established.  In no event shall any user for the products and services of the Village’s waterworks system not be metered for such products and services subsequent to January 1, 1987.

   (b)   Requirement of Installation.    All premises using the Village water supply must be equipped with a remote read-out water meter selected and furnished by the Village.  The cost of the installation shall be paid by the customer and shall consist of the actual cost of purchasing the meter and one hundred dollars ($100.00) reimbursement to the Village for the labor in installing the meter.  In the alternative, and in the sole discretion of the Village Administrator, water service may be supplied by the Village with advance written approval of the Village Administrator at a flat rate of charge, until such time as a meter is installed.

   (c)   Nature of Installation.  Meters shall be installed in a location that will be easy of access.  Installation will be made by a designee of the Village which designation shall be in writing.
   
   (d)   Meter Reading.  The Village, by and through its designee, shall read or cause to be read every water meter used in the Village at such times as are necessary so that each customer’s water bills may be sent out at the proper time.
   (e)   Meter Testing.  Any municipal water meter shall be taken out and tested upon complaint of the consumer, upon payment of a fee of ten dollars ($10.00).  If upon testing the meter is not within three percent (3%) of being accurate, it shall be repaired or replaced and the ten dollar ($10.00) fee shall be returned to the consumer.
