(A) The Council, having determined on the basis of engineering and traffic investigations that the maximum speed permitted by the state statute is greater than reasonable and safe under the conditions found to exist on certain streets and parts of streets, declares the following reasonable and safe maximum speed limits on the highways listed in this schedule.
(B) For the purpose of this schedule, BUSINESS DISTRICT is defined as set forth in I.C. 9-13-2-18.
(C) No person shall operate a vehicle in excess of 20 miles per hour in any portion of the town which is not a business district or school zone.
(D) No person shall operate a vehicle in excess of 20 miles per hour in any business district or school zone, which includes the following.
