(A) The utility shall read meters at regular intervals for the preparation of monthly bills, and at the intervals it deems necessary for opening, closing, or special bills.
(B) The utility shall submit bills to every customer once each month for services rendered, and shall collect these bills once each month unless provided otherwise in § 52.31.
(C) (1) The utility shall charge for un-metered services at a rate agreed upon between the utility and the customer.
(2) However, no charge for un-metered service shall be less than the charge for metered service.
