(A) (1) Each customer shall furnish the utility with a cash deposit as security for the payment of water service bills. The deposit shall not be less than $20.
(2) If the character or volume of a customer’s changes at any time so that the deposit is inadequate as security for the payment of water service bills, the utility may require the customer to submit an additional deposit in an amount satisfactory to the utility.
(3) If the utility discontinues service to a customer because of nonpayment of bills, the deposit shall be applied to the unpaid balance. The customer shall furnish the utility with a cash deposit at least equal to the former deposit before the utility restores service.
(4) The utility shall not restore service to any customer whose service has been disconnected for nonpayment of bills until that customer pays in full all sums then due and owing, and pays a reconnection charge.
(5) The utility may refuse to serve any applicant for water service who is indebted to the utility for services rendered at any location in the town during the three years before the application was made until the customer satisfies the indebtedness to the satisfaction of the utility.
(B) The utility shall refund any security deposit to any customer who has terminated the use of all services provided by the utility and has paid all bills due for such services in full.
