§ 52.10 INSTALLATION OF SERVICES.
   (A)   If the utility provides metered services, the customer shall pay for all labor and materials required for the installation of service pipe from the main to the customer’s water meter location.
   (B)   If the utility provides un-metered services, the customer shall pay for all labor and materials required for the installation of service pipe from the main to the entry of the premises to which the service is rendered.
   (C)   (1)   The utility shall direct and approve the installation of all water service facilities.
      (2)   No person shall install a service connection from the utility’s main to the premises of the customer without the authorization of the utility.
   (D)   (1)   The utility shall determine the size of the service pipe to be supplied to the customer.
      (2)   The service pipe shall be of a size suitable for conducting the amount of water which the utility estimates that the customer will require, and shall be of a size adequate to prevent excessive friction loss.
