No person shall connect any private sewer or ditch to the town sewer system until the private sewer or ditch has been inspected by the Town Marshal or a member of the Town Council. No person shall cover any connection or use any private sewer or ditch connected to the town sewer system unless the connection conforms to the specifications established by the Council.
