Pursuant to I.C. 8-1.5-5-5, there is hereby created and established a special taxing district to be known as the Town Storm Water Management District (“District”). The jurisdiction of the District shall include all territory within the territorial boundaries of the town. Under I.C. 8-1.5-5-5 the District shall have the power to levy a special user fee for the purposes of storm water collection and disposal, together with all other authority, powers, duties, and responsibilities set forth in the Act.
