§ 91.02 LICENSE REQUIRED.
   (A)   No person shall harbor any animal within the town without first obtaining any required license.
   (B)   All dogs, over the age of six months, harbored or owned by any persons, partnership, or corporation residing in the town shall be registered and licensed annually by the Police Department or its designee not later than March 15, as provided herein.
   (C)   Any person making application for a dog license shall state, on forms provided for such purposes, the owner’s name and address, and the dog’s name, breed, color, and date of present rabies inoculation. In addition, each applicant shall present a rabies inoculation tag and/or certificate of inoculation from a veterinarian, duly licensed by the state, showing proof such dog has been inoculated for rabies within the current year or immediate preceding year.
   (D)   The applicant for each spayed or neutered dog, so registered, shall pay a fee of $4. The applicant for each un-spayed or un-neutered dog shall pay a registration fee of $8.
   (E)   Upon payment of the registration fee, completion of the registration form, and presentation of the rabies vaccination tag and veterinarian’s certificate, the Police Department or its designee shall issue to the applicant a receipt and a metallic tag or a tag of another durable material for each dog so licensed.
   (F)   The shape of the tag shall be changed every year and shall be stamped thereon the year for which it was issued and the number corresponding with the serial number of the receipt. The owner shall provide each dog with a collar, and tags are to be worn by the dog so licensed at all times. In the case the dog license tag is destroyed or lost, a duplicate tag shall be issued on the presentation of the receipt showing payment for a certificate for the current year, along with the rabies vaccination tags, and on payment of $2 for such duplicate. Dog licenses, certificates, and rabies vaccination tags shall not be transferable from one dog to another, and no refund shall be made on any dog license fee because of the death of the dog or because of any other reason.
   (G)   The provisions of this section shall not apply to any dog show, nor to any seeing-eye dogs trained to assist blind persons, nor dogs trained to assist the hearing impaired, when such dogs are actually used for such purposes, and not to dogs kept in kennels licensed by the state, or government agencies, while those dogs are actually in such kennels.
   (H)   No person shall refuse to exhibit any license required by this section to any town official, police officer, or law enforcement agency.
