(A) The City Council hereby establishes the non-reverting Winchester Police Department Professional Development Fund, which funds may be expended at the discretion of the Chief of Police for any Police Department purpose.
(B) The City Council hereby establishes the non-reverting Winchester Professional Development Firefighters Fund, which funds may be expended at the discretion of the Fire Chief for any Fire Department purpose.
(C) All funds generated by the vending machine located immediately adjacent to the Winchester Police Department shall be deposited in the non-reverting Winchester Police Professional Development Fund.
(D) All funds generated by the vending machine located in the Winchester Fire Department shall be deposited in the non-reverting Winchester Professional Development Firefighters Fund.
(E) The rates charged for the vending machine located immediately adjacent to the Winchester Police Department shall be $10 per month, and the vending machine located in the Winchester Fire Department shall be 18% of the gross income.
(F) (1) The City Council hereby establishes the non-reverting Winchester Street Department Professional Development Fund which funds may be expended at the discretion of the Street Superintendent for any street department purpose.
(2) All funds generated by the vending machine located in the Winchester Street Department shall be deposited in the non-reverting Winchester Street Department Professional Development Fund.
