(A) A non-reverting fund is hereby established in the Winchester Police Department, titled Neighborhood Crime Watch Non-Reverting Fund.
(B) The City Council may, in its discretion, appropriate funds to the Neighborhood Crime Watch Non-Reverting Fund.
(C) Revenue collected from the Winchester Police Department's activities related to the Neighborhood Crime Watch is to be deposited into the Neighborhood Crime Watch Non-Reverting Fund.
(D) The Neighborhood Crime Watch Non-Reverting Fund shall be sued in a manner determined by the City Council for expenses associated with the City of Winchester neighborhood Crime Watch, including but not limited to payroll, purchase and maintenance of equipment and signs, or capital improvements.
(E) The funds in this account shall not revert to any other fund for any other use.
