(A) A non-reverting fund is hereby established in the Winchester Parks Department, entitled Youth Athletics Fund.
(B) The City Council, may, in its discretion, appropriate funds to the Youth Athletics Fund.
(C) Revenue collected from girls’ softball, boys’ baseball, or any other youth athletics program, is to be deposited in the Youth Athletics Fund.
(D) The Youth Athletics Fund shall be used for equipment, utilities, field maintenance, chalking, mowing, umpires, park upkeep, and any other park use. In addition, the funds may be used in the parks for maintenance, clean-up, repairs, and for any other purpose as determined by the Board of Parks and Recreation.
