Any person, firm, corporation, institution, organization, church, or other person or groups of persons shall be responsible for the removal of any debris caused by the construction, alteration, or refinishing of any building or structure located within the city, and said persons shall be responsible for the removal of any tree limbs, brush, or other debris done at the request of said persons.
