§ 34.20 ESTABLISHMENT.
   (A)   A non-reverting fund is hereby established in the Fire Department, entitled Winchester Fire Department Non-Reverting Training Fund.
   (B)   The City Council of Winchester may, in its discretion, appropriate funds to the Winchester Fire Department Non-Reverting Training Fund.
