Inspection for compliance in a related family group occupied single-family, multi-family or mobile home dwelling unit, shall only be made in the instance of Fire Department personnel or other personnel, authorized by city ordinance, being already on or in the property as a result of fire or other emergency or by invitation or complaint by any occupant whether they be owner, renter or lessee.
