The Fire Department shall consist of 20 members who shall select one of their number as Fire Chief and who shall have as many assistants as may be required to do effective service at fires and any person shall be taken and deemed to be a member of the Department when he shall sign the by-laws, rules and regulations of said company and shall be subject to said rules, by-laws and regulations; said company, however, not to consist at any one time of more than 20 members, whose duties it shall be to use their best endeavors to extinguish fires in the city.
