Applications for such license shall be made in writing to the Common Council and shall state with particularity each place of proposed operation of said business of junk dealer, and as a condition to the original granting of the license and the operation of such contain as a part of same a written statement or waiver addressed to the Common Council from at least two-thirds of the freeholders residing in the city within 1,000 feet of any part or portion of the place where said business is proposed to be conducted, recommending that such license be granted.
