§ 96.42 EMERGENCY WEATHER CLASSIFICATIONS.
   (A)   Establishment. There shall be three classifications of certain weather or emergency situations governing vehicular usage of the streets and roads in the city.
   (B)   Level 1 – Travel Advisory. Streets and roadways are icy and hazardous with blowing and drifting snow. Drivers should exercise caution and good judgment.
   (C)   Level 2 – Travel Warning. Streets and roadways are hazardous with blowing and drifting snow. Only necessary traveling. No person should be driving unless it is necessary to get to and from work, for medical emergency, or home necessities.
   (D)   Level 3 – Weather Emergency. A streets and roadways are closed to non-emergency personnel. No one should be out during these conditions. No non-emergency vehicles shall be on the city streets or roadways.
