A person, firm, or corporation, to qualify under the provisions of this subchapter to install and maintain such benches, shall make such written application and reports, pay the licensing fees and obtain a proper permit application and reports, pay the licensing fees and obtain a proper permit as herein provided, shall accept and obey all the regulations, limitations and conditions as herein provided, and shall at the times conduct its affairs in conformity thereto, in conformity with all administrative rules made pursuant to this subchapter, and in conformity with all laws and ordinances of the city.
