§ 32.80 QUALIFICATION OF APPOINTEES.
   (A)   The City Council shall elect its representatives to the Board of Control of Fountain Park Cemetery at the first regularly scheduled meeting of the year its representative or representatives are to be appointed.
   (B)   The City Council member or members appointed to the Board of Control of Fountain Park Cemetery shall be:
      (1)   A lot owner in Fountain Park Cemetery; or
      (2)   A freeholder of the City of Winchester.
