§ 32.65 ESTABLISHMENT
   The Common Council hereby establishes the Winchester Youth Council as a regular committee of the city and provides its wholehearted support and endorsement of the city Youth Council. The Youth Council shall report its activities to the City Council. The Mayor shall appoint one member of the City Council to serve as a liaison and advisor to the Youth Council.
